Please note that this is not a regular architecture competition where the emphasis is on creating a structure for the area. It’s an idea competition to meet the competition criteria and find innovative exportable solutions. Please refer to the competition programme, paragraphs 2.2.2, 4.2 and 4.4 for further clarification.

Questions answered by November 26th

1. Do we need to register to participate in the competition, or is it enough to submit our proposal before the deadline? There is no registration needed, only to send in all the required material by December 17th. Please refer to page 13 and 14 of the competition program for details (6.1.1 and 6.2).

2. Descriptions of maximum 3000 word. How does diagrams and drawing count? We count the words the same way Microsoft Word does, which includes any illustration texts etc that are inserted as text and not as part of the picture itself. We will highlight the text you submit and do a word count.

3. Parking: How many are the existing parking places? Today there are approximately 350 parking lots in the area. Many of them are going to disappear. The parking garage that is planned will give place to approximately 580-600 parking lots.

4. How much energy does the solar panels give? The heat production from solar panels during 2014 was approximately 75 600 kWh. The electricity production from solar cells during 2014 was approximately 290 000 kWh.

5. How do you plan to use the competence of the different disciplines you expect to participate in the team in the future? At the meeting in Malmö you explained that the winner can be commissioned by a future contractor. It is easy to commission an architect. How about planners, artists, landscape architects, energy experts etc you expect to participate in the team. Will Malmö city use this expertise in the overall layout of the public space? The organizers will contribute to linking the competition teams with potential developers by a pitch & match opportunity and facilitate for the winning team to connect to a developer if they have not already done so. The intention of the organizers is to make the solution proposals become reality in the area, and the connections to developers is crucial to achieve that. However, the extent to which the developers will subcontract all or parts of teams with different backgrounds and skills, they decide themselves. As organizers we don’t see any obstacles for the developers to contract an entire team with different competences. The City of Malmö may procure consultancy work for the design of public areas or buildings, or the overall layout of the area for example, after the competition has ended. The procurement of any consultancy work will be carried out according to standard procedures for procurement in the City of Malmö and not as part of the competition. The intention of the competition was never to focus on overall layout of public space.

6. Regarding the townhouses on top of parking house: What are the guidelines for the townhouses on top of the Parking house? -also ecstatically guidelines? There are no guidelines for the townhouses on the parking house at this point so you are welcome to present your own suggestions.

7. Can we personally invite developers for the second round? -or should they already now be included as consultants? You can choose for yourself to invite developers for the second round and/or include them in your proposal already now. The competition and the land allocation process are separate, they go on parallel with each other. The processes connect to each other at the pitch and match session during stage 2. Therefore, any developers you connect with that are interested in building in Sege park need to also participate in the land allocation process which is run by fastighets- och gatukontoret, if your solution is to be possible to realise. The land allocation process is open to all developers.

7. Electricity: The estimation for the electricity consume in total for Sege Park, when finished? There have been several studies and estimations done, the latest one is from 2014 and includes different estimations according to different scenarios. The scenario we think is most likely, from the Environment Department’s perspective, assumes that current buildings are renovated to 50% energy efficiency and new buildings follow what was previously known as class A in “miljöbyggprogram syd”. In that scenario, the electricity consumption is estimated to be 4300 MWh per year and the total energy consumption (not including transport) is estimated to be 8700 MWh per year for the Sege Park area.

8. If you would have to choose between affordability and social engagement OR technicallysmart and resource efficient solutions – which would you choose? It’s much up to the jury to decide and evaluate the proposals we hope to get from you. But in our competition programme we have stated that we want to see how our solutions affect all of these aspects. We want to see these aspects enforcing each other.

9. Is there already a timeline with any planned changes? There is a timeline. There is a process going on with Sege Park, which has been going on for years with dialogue with the citizens and within the city with different departments. You can see the attachments to our competition programme, there is a timeline in the plan programme. However, we are not sure that we can follow it. What’s going on right now is that the work of the zoning plan is in the startup process and the land allocation process is also in the startup process, so they are running parallel with the competition. There are also connections in between these different processes. So there is not a specific date set to start construction in a specific park or area. The time plan is still on an overall scale.

10. Do you have any cultural aspects to be aware of or to be taken into consideration? Sege Park used to be a mental hospital built in the 1930’s. There are many characteristics that the city wants to keep for the historic and cultural values. Other than that, this should be an area where you can live a good and pleasant life. I think for most people that involves cultural aspects, so it’s great if we can have ideas about that.

11. The holder of the intellectual property rights can only be a single person or can it be also a constellation of people? Yes, it can be a group of people.

About Sege Park

  1. How big is the area? It's about 250 000 square meters.

  2. Are there DWG-drawings of the site area with the existing buildings available? They are not available among the competition material, but you can order them for free from the City Planning Office. You will have to sign an agreement about usage of the maps. If you want to receive DWG-drawings, please send you name, address and telephone number to As subject of the email, please write: ”Tävling Sege Park”.

About future plans in Sege Park

  1. How do you consider green surfaces in Sege Park, and more specifically how do you look upon using storm water for interrogation etc? In the sustainability strategy, innovative solutions for storm water treatment are included as a goal. Urban agriculture as well as biodiversity are very important aspects for the Sege Park area, and are also important aspects of wellbeing, which is one of the competition criteria.

  2. Are you going to keep buildings? Can you change the old buildings? Yes, we will keep most of the old buildings. We want to open up the area and connect it to surrounding areas. The aim is to have an area built for people, with less hospital or institution feel to it. To see which buildings are planned to be kept, see page 28-29 of the plan programme, the light grey buildings are existing buildings to be kept. The plan program is one of the attachments to the competition programme. Some of the old buildings are planned to be protected and cannot be changed, especially the ones facing the green middle axis of the area (buildings 1-8 on the second illustration on page 42 of the plan programme). They can however be modified on the side not facing the axis area. See page 40-41 of the plan programme for more information on buildings to be kept or removed.   3. Will the inhabitants be disturbed from the sound from the train? There are ongoing studies to determine this. The plans for the railway are not yet certain.

  4. Will there only be business in the business area or could there be in other parts of Sege Park as well? We’re not sure how attractive the area is to businesses, it may be difficult if shops are spread out in the area. There for the suggestion is to concentrate business in one part of the area, see area “I” on the first illustration on page 42 of the plan programme.

  5. Will the existing kindergartens and school move? The old ones will not move, except for the one in the villa. There are plans of a new kindergarten.

  6. How fixed are the placements of the buildings? Are there any rules for additional buildings? The structure is fixed in the sense that it’s a structure the city has agreed on. It’s possible to make small changes. We are not so keen on changing the whole structure, but if you have better ideas on how to place the buildings, you are of course welcome to present them.   7. Will the planned garage be underground? No, it’s not underground, it will have 4 floors and terrace houses on the top.

  8. Have you decided the parking requirements, the “p-norm”? What is the lowest possible? The general parking norm in the City of Malmö is 1.1 car parking lots per apartment, including parking for visitors. The parking norm for Sege Park is 0.9 parking lots per apartment including visitors’ parking, which means the parking norm is already lowered. Therefore, basic mobility management actions are already required, including extra attention to create bike parking possibilities that are easily accessible, safe and attractive, and also that developers offer free membership to car pools for the inhabitants for at least 10 years and a precharged travel card for public transport. To lower the p-norm further (at the most 0.7 parking lots per apartment at this point), extraordinary actions would be required. Examples of mobility management actions:
  • Bike pool with different typs of bikes such as electric bikes, cargo bikes, etc
  • Bike parking for cargo bikes
  • Bike workshop in the building
  • Collaborative use of parking spaces
  • Etc
    Will you integrate Sege Park with other surrounding areas? Yes, the aim is to open up and connect Sege Park to other areas for people walking or biking, not connect for car traffic. We want to attract people from other areas.

9. What is the idea with the area? It was a closed hospital area but now you want to open up? It’s important with an open and light area, with the starting point in the structure of the existing buildings. We want to create an open area but with urban spaces like rooms. It’s also important o keep the green spaces.

10. Is it possible to rebuild old buildings? Some of them can be rebuilt, some cannot. See plan programme.

11. Who decides the sustainability aspects, for example how do you define a sustainable business? The goals in the sustainability strategy are not specified in detail, it doesn’t say in what sense the businesses should be sustainable for example. Many of the goals have to be considered to be aims and express a desired outcome, rather than exact evaluation criteria.

12. What will the new buildings look like? Not decided.

13. Is it okay to suggest solutions for surface water/storm water? Yes

About the competition teams and CV

  1. Do you need to have participants in your team from at least two different Nordic countries in stage 1 or can they be added after the finalists have been selected? It’s best if your team can include participants from at least two Nordic countries already in stage 1. It’s also acceptable to add Nordic team members during stage 2. Please note that having at least two Nordic representatives in your team is mandatory in order to be eligible for the Nordic Built Cities Challenge Award.   2. Is it possible to participate in more than one group? Yes.

  3. Is it possible to be both a student and a startup? No, you have to decide which category you represent

  4. How can you write a good CV but remain anonymous? We only ask for key information, to explain experience and who you are but no business names or personal names.

  5. Are you allowed to write about specific projects in the CV? Yes, but please don’t mention the names of the projects. The interesting aspects for the jury to know are the type, content and amplitude of your reference projects.

  6. It seems like the team is half the competition, but it’s not clear how you weigh the different characteristics on the team members, or how much you can write about previous projects you’ve been involved in. Need to be clear about it.It is a matter for the jury to decide the weight between the different characteristics in the composition of the team. You can write as much about previous projects as is possible within the limit of the size of the CV as long as you remain anonymous. If the competition secretary and/or the jury secretary see that anonymity risks being broken, they may hide certain words in the CV to the jury. You don’t risk disqualification for not being anonymous enough. After the finalists have been chosen by the jury, the authenticity of the CVs will be controlled and any inaccuracies may lead to disqualification.

  7. What’s the definition of a start-up?It’s not specified in the Malmö competition. It’s advisable to follow Nordic innovations definition, which is “A company registered and formed to search for a scalable and repeatable business model for up to 5 years with a Nordic organisation number operating in the Nordic region”. About the competition criteria and process

  1. Who will be invited to the pitch and match?During the spring of 2016 we will launch the land allocation programme, which will be open to any developers interested in building in Sege Park. Developers will be invited by the city to participate in the pitch and match as well as the land allocation process. The finalists are free to spread the invitation to any developers they want to include.

  2. Are the developers obliged to use the winning or finalist’s solutions?No. We can’t force developers to use your solutions, but we can encourage them in different ways. One example is to include the use of the solutions from the competition in the requirements of the land allocation process. Another is to encourage them through the pitch and match session. The city has good experience in dialogue with developers, but there are no guarantees that they will like and use the finalists’ ideas.

  3. Can you invite an innovative network of organisations to the pitch and match session?If you mean organisations that contribute to your solution proposal in the competition, you should rather include them in your team. The idea of the pitch and match is to present the finalists’ solution proposals to the developers who will construct in the Sege Park area, so there can be possibilities of agreements between both sides, and collaboration during the development phase of the competition.

  4. How well are the developers aware of the competition?They are generally not aware of the competition. See question 32.

  5. Is the land allocation and pitch and match session open for all developers? Yes. If you have a contact with a developer you want to collaborate with, please invite them.

  6. How are the intellectual property rights protected? Who owns the solutions? See the competition program, 2.9 Competition entries… on page 8. As a creator you always own the rights of your proposal. If a developer wants to use your proposed solution, you need to come to an agreement between you and the developer.

  7. Would it be beneficial to include the developer from the beginning in my proposal work? It could be good, in order to be coordinated and have a better understanding of whether your proposal can actually be realized by a developer. But it could also be useful to wait and present your proposal to several developers. That’s up to you.

  8. What is the link between the jury and developers? The jury is independent and do not know the developers’ interests. They represent the interests of the city and of the competition. The developers are invited through the land allocation process and the pitch and match session.

  9. How are the different criteria weighted in the judgement of the proposals? It’s not decided, it’s up to the jury to determine.

  10. Can or should the solutions include landscape area or only housing area?It’s up to you.

  11. Will we all get feedback on our proposals?Yes, there will be written feedback to all proposals from the jury.

About submitting entries

  1. Will you suggest a tool for measuring CO2? No.

  2. Is it important to include a calculation of CO2?Now, at stage 1, you don’t need to be detailed and specific. If you hand in a proposal at stage 2, you need to be more specific and show the jury how you calculated the CO2 emissions. The CO2 load is one of several criteria for stage 2 and it’s up to the jury to decide how important they think it is. We can’t provide a good tool for calculating CO2, it’s up to you to show and argue for how you can influence the buildings and the people living there to lower their CO2 emissions.

  3. Should the entry’s poster include the required text and illustrations or can they be different products and have different illustrations for example? They are separate attachments to your proposal entry. The pictures can be different in the poster and illustrations.

  4.  How large can the file be? Any limit?There’s no limit but to avoid risk of delays when submitting, it’s advisable to send a file of maximum 50 MB.

Questions answered by November 4th 2015

  1. Can the positioning and proportions of the buildings be changed? To what extent? In the plan program, the visions and the possibilities are shown. The regulations about the building's height, location are regulated in the local plan (legally binding). So yes, they can be changed. Please see question 6 from “About future plans in Sege Park” above for additional information.

  2. Is there a more detailed documentation of the plan program, for example photos of the city planning model (3D) or drawings in DWG-format available? Unfortunately not available. But there will be a model shown during the site visit in Sege Park the 16th of November. You are very welcome! Please see question 6 from November 19th above for additional information.

  3. Are there DWG-drawings of the site area with the existing buildings available? Unfortunately not available. Please see question 2 from “About Sege Park” above for additional information.

  4. Is the parking garage in the southern part of the area only intended for the people who live there, or is it also for the people who work in the area and short-time parking? How many parkings are planned for the parking garage? The garage is planned to be a more flexible building than just for cars. I.e. other services will be included like car pool services or other mobility services. In the sustainability strategy, there is a goal that says that "number of cars per apartment is maximally 0.5". Who will be using the garage is hard to say.

  5. Will the row houses have their own parking places on their lot or should the parking be on a common parking? Don't know actually. Because of their position, they might have it on their property. Feel free to have a suggestion! 

  6. Should it be planned parking garages (underground?) for the apartment blocks or are carports and other parking spaces wanted in the area? Primary pursued jointly garage. We want to avoid ground parking because of efficiency etc.

  7. According to the plan program, building no 31 should be taken away and building no 33 should be lowered: what should happen to the existing solar panels on these buildings. Until today these panels have been something of a symbol for the area. Should they be moved or taken away? The solar panels will be moved and used in/or outside the area. There isn't a decision taken of what, but a process is going on.
