Different forms of competitions

Multiple participants work on equal terms, with anonymity, on the same assignment, competing for the commission. This form of competition generates many different design responses for a project. A jury selects a single winner, who continue working to progress the project towards delivery.

Competition entries are judged by a qualified jury with members from the organiser, the City of Malmö and other experts in the field. Instead of receiving an honorarium, the prize for the winning team is the commission to continue designing the project. Architectural competition is approved as a form of procurement, according to public procurement law, for municipal and state bodies.

A limited number of participants develop proposals for a project without anonymity. The organiser / City of Malmö can, in dialogue with the participants, follow and influence the work during the process.

This type of idea-generating dialogue can be structured in many different ways and adapt according to the type of assignment. This can mean anything from quick sketches over the course of a few days to more extensive work spanning a couple of months.

The dialogue is held with a qualified assessment group with members from the organiser / City of Malmö and other experts in the field. Participants are compensated with a predetermined sum or honorarium, adjusted for the extent of the task.

The City of Malmö does not organise parallel commissions with the intent to procure an architect for public commissions, as this would not be compliant with public procurement law. When the City of Malmö organises a parallel commission, it is to get a broad range of different ideas, to study and compare different approaches or to explore a specific question.

When public land is up for sale, the City of Malmö can use a land allocation competition to set high demands for design, form and function. This form of competition is not governed by public procurement law (LOU).
